It is a mug designed to keep copious mustaches out of your tea or coffee.
Very popular during Victorian/Edwardian England (or whatever you call the same period in the US)

If there are no markings (none underneath?) we'll probably never know the brand.
Technically, it's a moustache cup (which helps explain the decorations on the outside). The internal feature being used to hold the razor helped keep what you were drinking (specifically the foam or head) out of your moustache.
Honestly, it might not be very old. It looks like it's trying to be retro to the turn of the century but may be only 30 or 40 years old.
