My Mikron doesn't adjust! Help!!

So I found a foreign auction selling a Ben Hur Mikron. It's similar if not identical to the Apollo Mikron. Neato. It arrived today and it's as pictured, but doesn't seem to "adjust". It just screws down tight to "3".

Anyone know about these razors?

Does it have a spring loaded blade platform like a Merkur Progress?

If it's constructed like a Progress then there should be a spring in the top of the barrel, this could be packed with gunk, like petrified shaving cream.
A good soak might free things up.

Also, look to see if there is a pair of "witness marks" to make sure that the head lines up the same way each time with regards to the base-plate.

Try reversing the top plate, and see if that makes a difference to how far you can screw it down.

I know there is a turnscrew adjustment inside the handle. I thought that was all it needed. I never noticed that the bottom plate was spring loaded.

But now that I think about it, it makes sense, because the top-plate needs something variable to push back against it as its tightened down.

Sorry to hear about your misfortune and unfortunately, I don't know anything about these. But I will say that it looks like a neat razor and I hope you get it back in working shape.
