I figured Hitler's tooth brush stache would come up sooner than later... I would also argue that Stalin's stache gave Hitler's a run for it's money on the infamy side of the equation... I mean really the man had a furry pet living on with upper lip

I can't comment on the "best in history," but I can say without a doubt that currently, Jason Lee, aka "Earl," has the most powerful moustache on TV.
