Making Scales Was a Total Failure Today...

One trick I have heard of, is using the hole reinforcement stickers that you use on notepads for ringbinders. A couple of those popped over the pin will cushion any wayward strikes, and help protect the scales. Also, make sure there's a little clearance in the drilled hole. If the pin spreads within the scale as you're peening, that could cause problems if it's near a size on size fit.
 
I use a the head only the handle was missing when I got it, of a small hammer I believe was used for upholstery. It had a flat head but I ground it to a ball peen shape and polished it to near mirror finish. I find for me I've got much more control holding it with no handle and use very litght taps.

Can't find mine right now, but it's basically this without the handle and ground to a ball peen on the end. Very easy to see what you are hitting because of the small diameter.
