Not sure whether I posted this before but here goes:
A semi-automatic razor strop that consists of a housing to hold the razor blade and two strops that are connected together with a hook on the ends. To operate;the device is suspended on a hook and the blade fitted into the housing(the first pic shows it protruding from the side). One of the hooks is then grabbed and pulled downward which pushes the blade against the strop until it reaches the stop. The other hook is the grabbed and pulled down pushing the other side of the blade against the strop.This alternating of pulling down on the hooks is repeated until the blade is fully stropped.
Not sure how old this contraption is but it seems to be in good shape.

There was a strop with the same design on the leather that just recently sold on the bay. The one on the bay was from 1892. Don't know if that is around the age of yours. Here is the link to the strop that sold so you can see how the leather design is the same. I would have loved to have been able to buy the one that sold.
