OK, I know this is mostly frowned upon.
I have an excuse though, really.

Searching for shaving brushes on d'bay and came across this.

I am guessing it is good at 2 things. Exfoliation, and splinters.

But, this may just be the brush for those looking for something stiff and scritchy.

So, I'm curious did she actually test this thing and produce lather with it?

I bet it would actually produce a quality lather (using a cream) as the trick is to incorporate air into the soap and water mixture. But getting the lather from the bowl, to your face would require a spoon.

Forget about face lathering.
