The little circular indentation around the pivot hole indicates the presence of a now absent washer, which implies to me that it has been repinned.

That and, the Genco was factory pinned with Domed pins, see wedge pin. There were a few razor makers that Dome pinned razors, most were cutlery maker who also made pocket folding knives, where Dome pinning was spun by machine.
And, Genco was an American, Little Valley company, a cutlery juggernaut, not German. At its peak advertised making over 6,000 razors a week.
Back in the heyday of straight razors, many companies would stamp your company name on a razor for an order as small as a gross, 114 pieces.
Well ground German razor, re-scaled, with American Genco scales, a touch of heel reprofiling will make it much easier to hone. Nice razor.
