Is This An Antique Razor?

Can anyone in here tell me if this is a shaving razor and if not what it is? My uncle found it and the date on it is 1924. I tried to find information on it on the internet, but no luck. It looks like the Brand is Wizard, Manufacturer is Ericsson Screw Mach.

It looks like a shaving razor, except it is vertical instead of "T" shapped, nor is it like the other antiques, which are usually swing out blades.

Checking out Wait's CD it is. It's US Patent Number 1480053 8 Jan 1924, filed 30 Jan 1922 by Eric W Ericsson.

oops! you're right. i rechecked the cd and it is indeed a stropping handle for thin single edge blades. sorry to the op for the erroneous info.

It almost looks like you could mash a DE blade in there, and use it like a Japanese straight...

My thoughts exactly, with the two locating lugs, like on old types.
