I am stumped on trying to identify if this is a legit double ring or not. Seller says no logos or stamps and thinks it can be a 1903. Will the council please advise.

It probably is contemporary with the Gillette double ring,
but I don't think that's what you're looking for.
People do however collect other vintage razors besides Gillette.
A lot of companies back then were making "clones" of other razors and that's exactly what that razor is - a Double Ring clone, but that doesn't make it a fake or a counterfeit. Some might try to sell it as a genuine Double Ring though, but those who buy such razors should have done their homework and know exactly what to look for when buying one and always use PayPal in case something happens.
