I would like to try the D.R. Harris Arlington, Marlborough, and Lavender but don't want to buy the full cakes before i try them. Does anyone know of a vendor that sells sample of D.R. Harris.
Is there anywhere to find D.R. Harris samplers?

No makers I know of sell soap samples, my usual vendor here in Oz can't get any at all. AoS appears the exception, for US buyers.
I'd be willing to send you a sample of Arlington if you like. I am interested in trying Marlborogh and Lavender at some point. They are on the buy or try list if I ever come across any.

Some soap makers like mama's bear have samples.
The US has lots of things the rest of the world can't get (without paying prohibitive postage). MB is a small manufacturer though. I've never come across the multinationals offering soap samples. Creams? Yes.
The Shave Den does have samples in their store for a lot of popular creams, and some soaps. They don't appear to have the soap you're after, but check out their sample shop anyway. My understanding is that you'll get a few good shaves out of any given sample - plenty to tell if you like it or not.
