I have the Herakles sub ohm tank with the ni200 coils on my IPV D2 set to temp or juhles mode. I did all the steps and set the resistance and it reads .28 ohms. When I fire, it jumps to .58. Is this normal or a problem?

Nickel wire increases in resistance as it heats up. Does it go back down to 0.28ohms once everything has cooled down?

It does. When I push the fire button for a second, it goes back down in the .25 to .28 range. I'm guessing this is normal.
Yup, the reason is nickel wire changes resistance on a fairly linear scale. This is how devices "measure" the temperature of the coil. They are in fact calculating the resistance constantly and therefore figuring out what the temperature will be at that resistance given then starting resistance of the coil.
