ID one piece of a 3 piece?

I'm just getting started, and was given some stuff including a couple of razors. I've noticed though, that in the box was a random piece for a razor I don't have the rest of. Can you tell from just that piece what it is?

Also, what happens to it next? Are there people out there who might be looking for this? Will I likely stumble across other parts and cobble something together? What is the norm around here?

For that particular one, chances are slim that anything other than a similar year tech cap will fit. That one has no cutouts for that little bar that most tech caps and new caps have. As far as a handle goes, though, once you find a cap many DE handles will fit. Most have the same threads.

Thanks, I wondered if it was a tech - I have a Ball End Tech that came in the same box, but as you say, it has cutouts and "that little bar" on the cap. Were they produced without the bar long, and how was the razor held steady in those?

That's a very late model Tech base plate, probably for one of the embossed zinc plated caps without the center bar.

The blade is held steady by the cap being tightened down. It still has those little things that hang down in all 4 corners to be a guide.
 
I would guess its spanish for Patent Registered or something (or Trade Mark)

Yes, that's right. From what I can gather, it means that the razor was probably intended for the Latin American market, but doesn't mean anything about where it was made. Funny that it ended up in Wisconsin, but it is a small world.
 
I see the letter "L" = 1966. All my little Tech Travel razors have the "Marcas Reg" imprint, and all from mid 60's. The top has a etched "Gillette" in a diamond.
 
Note that the head also has a "REG. U.S. PAT. OFF." mark. I believe that at some date Gillette found it simpler to stamp both R-US-PO and M-R on all US-made razors. These could then be sold in pretty much any country in North or South America.
