Another recommendation for a Rudy Vey brush. Here are my two from Rudy. The first is my favorite brush. In Manchurian. The second is a new one I haven't used yet in two band silvertip from Shavemac.

That's a TTO razor. The handle isn't replaceable, so there goes that idea..
It's also not stainless steel. It's probably plated Zamak. I can't see a brand, unfortunately, so there's no way to try & figure out if it's mild, medium or aggressive. Getting him a new razor isn't a possibility without that knowledge - unless it's an adjustable, but let's not get into that.
Frankly, unless you get him a decent scuttle & a 26-28 mm synthetic brush, I'm not sure what else you can get for him.
you could always throw in a decent gillette slim razor found a plenty on the bay
