I have Naniwa waterstone 3000/8000 Grit, newspaper and leather strop without pastes. How would you sharpen your razor with has come dull by shaving with this equipments? Please be specific

How dull are we talking here? 
Is it so dull it needs a new bevel? Or just starting to tug on your face? Or you notice the shave cant get as close as it used to?
It sounds to me that you're really looking for some guidance on SR bevel-setting (possibly), honing, and stropping. That is a lot of info to give. It would be beneficial to learn those techniques from online videos. However, you can start by checking the B&B ShaveWiki section. Look in the "Equipment" category and read some of the articles for strops and hones.

I'm quite new to wet shaving and honing and have been learning honing about three weeks. In my country there are no honemeisters, you have to do all yourself if you want to keep shaving.
Straight razor is in condition that it's tug on shaving and stropping don't restore edge so it's not dulldull. I have watched and red hours of videos and threads of honing. I honed yesterday my Dovo so it passed the hair test and started to wonder how would someone else do honing with my equiqments.

you will need a 1k stone or equivalant to start with an edge...
If the razor has just started to tug from shaving & stropping and isn't dulldull starting to hone with a 1k sounds overkill to me, nothing that a little extra time or pressure on the 3K couldn't sort if need be and likely something that could be recovered with just the 8K.
I suppose it depends on what you want to do. Either light touch-up's with newspaper & 8K, or flip the stone over, grind in a fresh bevel and polish it from the ground up as I assume you done with the Dovo.
