When I rinse with water, any stubble left is gone at with nothing but water as a lubricant. We the face really well, shut the water off and listen to the razor sing until is silent. No more whiskers.
If I pass over a rough spot with my alum block, I rinse it off, dab a little lather on, shave it off, rinse, apply balm and go. (I don't use an AS.) Takes maybe, what, an extra minute? Otherwise I risk the dreaded old man's shave, and that will haunt me for the rest of the day.
