It looks like somebody has tried to sand it with 40 grit, so it only leaves one option. But you would need to find the grit last used, then carry on with Wet and dry and use a progression to a very fine. And using wd40 instead of water then polish to a high shine.
No forget that it was showing me another one, you could try polishing it first but with caution. As you don't want to lose the etching.

Old school toothpaste, like plain white Colgate can sometimes work wonders on stuff like that
