How Do I Report Attempted Fraudulent Paypal Purchase?

I just confirmed with Paypal customer service rep that the would be B&Ber/Buyer of my Merkur razor sent me a fraudulent payment. The email was from his address but contained Paypal info directing me on, but I didn't catch it. A quick call to Paypal confirmed that legitimate payment notices only come from their email address, not from buyers. They said was it was a bogus attempt to have me mail the razor before going in to collect on my Paypal account.

The B&Ber presents a wholesome, innocent-me, I'm a Newbie and oh so lost at-all-this demeanor. And to think I was going to toss in a giant blade sampler to help start him along! Doh, as Homer Simpson would say!

Any advice to whom I should report this?

All of my PayPal "You've got money" payment notifications have the buyers address as the sender and the money has definitely been there.

I always check my PayPal account before sending anything out.

Just out of curiosity as you have less than the required posts for the BST, How did this sale come to pass?
 
When you receive a payment verification from someone via paypal, the email address IS the address of the person making the payment, not Paypal.

I have received plenty of payments this way. It does not mean anything fishy has happened. I don't know what occured in this specific OP's instance, but there is a red herring in here somewhere.

Every PP payment I have ever recieved came to my inbox with the payee's address and all was ok :confused1

My "You've got money" notices all come from the seller's email addresses.

Double check you have the facts straight before making the accusations.
