Peanut butter shaving cream. The smooth and creamy version, not the crunchy version, it gives him irritation.

I'll jump in as an actual horse owner here. This is very common in prepping horses to be "shown" at horse shows - in fact I just clipped our mare about 2 weeks ago. We use Wahl clippers with #40 blade, FYI.
