Help to id pen/pencil

Picked up a nice pen pencil set today. A pennant ( hanging) set. No brand found, the nib has President and No. 4 on it. the pen is lever fill. This is a colorful set. The bladder is dead meat, and the lever will not lift. Hope it is worth restoring. Do Not have a camera but will try to post pictures later this week. Pencil works fine, eraser long crumbled away.
