Help me understand

So I started off wet shaving with a Merkur HD , got decent shaves for a bit and then started again with the bumps and ingrowns. Moved onto an Atra and got great shaves consistently and no bump or ingrowns what so ever. I figured last week what the hell, got a feather portable which is suppose to be aggressive with a feather blade and after one shave I got the ingrowns and bumps again. I keep reading the more aggressive blades lead to less passes and less ingrowns and irritation. What gives?

It sounds to me like it might be that your technique slips after a while. Remember that in a many cases, the ingrowns are caused by the whiskers being cut off short (at or below skin height) and/or ending up with a sharp point that guides back into the skin. Also, assuming that nothing is changing in your prep or lather, it's not very likely that the problem is with the accoutrements and hardware.

I'd go back to the first razor and see if things work well for a while again, before going to a new razor. If they work, then the technique is probably the root cause.

True but I did nothing different with the Feather than I do my Atra other than try to hold it a tad lighter...
