I smell like a Christmas pudding
No idea on the maker but I suggest it is missing a part of the handle which is normally in two pieces. One handle piece fits inside the other when the razor is in the case, and when in use they screw together with the smaller diameter section attaching to the cap.

Hello, it's a Gillette clone. The easiest way is to count the teeth, Gillettes (old type) had 14.
