Guess that mysterious item

Fordfather is almost dead on, so I will give it to him. The device is called an Overthruster. It is meant to add/retain extra volume in the cockpit area of a whitewater kayak. This sits on the top if the cockpit rim, and the skirt goes over it. One of the newer moves in whitewater freestyle is the "loop", which is a forward flip initiated by driving the bow of the kayak into oncoming water and having it pop back up. Older boats did not need as much volume around the cockpit, and the skirt would be simply stretched down witth the force of the water, further reducing it. The Overthruster was invented to help retain that volume and get extra pop. Newer boats have more volume distributed around the cockpit and probably do not need an Overthruster. It is a rarther obscure one trick pony.
