Well i don't want let this linger so if there are no objections I'll give to Stile442.

It's called a Maneuvering Board, and it's used to plot the relative position of other vessels. Once you have three or more positions taken several minutes apart for another vessel, you can determine its relative course and speed, then using your own course and speed you can use these sheets to calculate the other vessels true course and speed, and thus determine how close your vessels will come each other, and when. It can also be used to determine true wind from observed wind in a similar fashion, which is useful for manouvering with aircraft.
These functions are all automatic when using digital radars and plotters, but the Coast Guard loves having backups!
