It gave an acceptable shave, like a Tech maybe. According to the Compendium, mid 30s?

JC Penney Company 330 W 34th St. New York, NY. TM first used 8 Mar. 1933 for razor blades, razors, and razor stropping machines. TM filed 23 Mar 1933. "Keep the World Smiling" Gillette-type, metal cap with two studs and screw, plastic (various colors, e.g. black, yellow, and pink) comb guard and tapered hex handle, cardboard box. Also all-metal versions.

NonBetter
Mfr. unidentified. USA Gillette type, three-piece, silver? plated, cap has threaded through-hole for handle, comb guard marked NONBETTER / SAFETY RAZOR/ PATENT PENDING. Straight hollow handle with two narrow and one wide knurled bands, screw at neck end.

I absolutely agree it is a smooth shave, perhaps down to the thickness of the baseplate and the bakelite?
