That's because Google eBooks site places content restrictions even on books that are out of copyright and in public domain. To work your way around that, go to www.proxfree.com, a proxy mimicking site. Once in proxfree, copy the URL in coolbus18's first post and paste it in the URL window you see inside proxfree home page, choose "Server Location" and "IP Address" as any US based server / IP from the drop down and after you click the "Proxfree" button, you should be able to view or download the eBook linked in the OP.

As always, do be aware of copyright laws in your country and be your own judge and don't end up on the wrong side of the ever omnipresent "copyright" laws
