Getting rid or spots on razors.

I have some razors where there is some dulling on the chrome finish. Mostly they are on the silo doors and base plates of the razors. They look like hard water stains. I tried polishing the razors with different metal polish, but the dull spots remain. Is there anyway to remove these spots? There is no brassing or plate loss, but in some places the chrome finish isn't as shiny and looks dull and stained.
 
The only razor I have seen issues with when using vinegar are the Kronas; if you leave them soak in a vinegar solution they can develop an orangish discoloration in places. It does rub off, but I'd probably not soak those, just rub then rinse.

(I know Mer wasn't advocating a soak, I'm just pointing it out)
 
If they're water spots they'll come off in a couple seconds with vinegar. No need to soak them.
 
I've never had to soak a razor before... but

I have heard of people saying to use Borax. The 20-mule team stuff.
