Fluted handle Tech question

Hi All, I just received a Tech with the fluted handle I purchased on the bay. Upon examination I discovered the handle is cast and not machine turned like the other Techs I have handled. Does anyone know what the base metal is and what all the plated layers are? At one point is was gold plated and lacquered. It's in rough shape and I want to know how aggressive I can get with the clean up. Will the base metal shine if buffed and polished? Dan

The base metal is brass, so yes, it will take a shine.
