Got a Frank synthetic (not Pur tech) 24 mm knot . The brush and handle are nice looking and knot seems fairly dense. So far, tips are scritchy and brush doesn't splay well when trying to use circular motions on face. Will the tips get any smoother or will the brush splay any better over time?

The tips will not change in composition. The knot may expand a bit with the warmth of water and the movement against the skin to splay a little more.
That is why many of the folks that use synthetics recommend the later Generation 3, 3.5 Muhle V1 or Generation 4 fibers.
I think you got a bum brush. My FS synthetic (not the pur) is very soft. I got it from starshaving last year so who knows if it was made by the same facility.
you need to soak the brush in warm water for a few minutes prior to use. if you shave post shower, put your brush in warm/hot water while you're showering. you'll notice the difference.

It is the one kind of brush I just can't see my self using. Something enjoyable about rubbing different kind of animals on my face I guess
I have the exact same brush, soft tips but ALOT of backbone, hard to do circular motions with it haha 
My WD synthetic is great for when I need to shave quickly, just wet it down and go to town.
