Doesn't look to have a blade in it. Scrubing bubbles, get yourself a pack of injector blades and go.
I've seen people polish the plastic lid out successfully with plastix or even mothers aluminum wheel polish. Never tried it myself, but with that lid, it couldn't hurt.

clean it up, let it dry. No need to do anything about the plastic from what I can see. You may use a brushy toothpick thing (don't know the correct English word for it) to get in the narrow places. Get some Schick blades (NOS, Chinese, Proline) and start wondering why you haven't done that before! Enjoy.
You have a G1, which should clean up nicely and give great shaves. Since there is no blade on it, be careful not to rub the edge against the blade stops while loading.

Small brush and dish soap will clean it up. Then it does need a blade to work. You can find then on line and some drug stores still carry them. I like the Schick blades. But all of the new injectors blades are good.
