Not sure, but it sure looks like horse-hair to me. Also, welcome to the forum!
Shaving brush manufacturing dates are pretty difficult to pin down since they don't use date codes. You could try searching for old ads, but that could be a time-consuming task with no guarantee of success.
That being said, that's a beautiful handle and a prime candidate for a restoration. Stop over in the Brush Making and Restoration sub-forum and snoop around. It's a fairly simple job with minimal skill and tool requirements, and the end result can be fantastic!

The Golden Nib (TGN) is my favorite source for badger hair knots http://www.thegoldennib.com. I really like their Finest Badger knots and the majority of my restores have used them.
