Do shaving soaps/creams have any cleansing properties in them? I always use them just to shave but can they be used to wash the face effectively?

They might not be the greatest, but it is soap after all. 
Soap is soap! All my unused/unloved shave soap samples have ended being used in the shower.
"Effectively" will depend on your skin and the specific soap.
Yes, and when you scrape it off with a sharp blade, you are CLEAN! If that isn't enough, slap some alcohol on your face.
