"Light" = Blue Tip, "Regular" = what we refer to as simply a Flare Tip, "Heavy" = Red Tip.
Black Tips were 40's style Super Speeds made only in '51 and '52.

They may also be referring to the actual blades and their sharpness, but highly unlikely. "blue blade packages, red blade packages and blade blade packages". See the colors, Blue on the left, not sure about the middle, and black on the right. I don't think they are referring to the actual razor holding devices, but they might be. upon further inspection the blue tip has an approximately .08mm smaller angle than the red tip (US version) and .23mm smaller than the red tip (uk version); here is were confusion may set in. These are two extremely different measurements. unfortunately there is now current news on the black tip. See wiki for further info, what a great source.

They are simply referring to the three different blade gaps associated with each razor. The blue tip was considered a beginners razor, or for light beards, the silver tip, or commonly referred to as the flare tip was medium, for most beards, and the red tip was a heavy razor for heavy beards. The blade gap on each model got progressively larger. Blue had the smallest gap, and red had the largest. Once they had an adjustable, there was no need for the multiple products so they ceased production. There were no different blades.
