Corking a Razor is.

You cork the blade to dull it down a bit, usually not done with DE blades... sometimes done with feathers though... usually the Ted pella SE blades or some straights if they have had an edge made a bit to sharp

They take a cork and let it roll on table... and run the edge gently over it

Done to "buff" roughness from very sharp blades before the first shave, in theory making for a smoother shave. Another way, just shave and the second shave will be smoother than the first.
 
I never saw much use for corking a blade...


until I used a shavette. Shavettes are the ULTIMATE reason for corking a blade.

My late wife always did that latter. She had me do the first couple of shaves with her razors to knock the edge off a bit before she would use them herself.
