Cool Mist Antiseptic

I recently went to a barbershop for a short haircut and the barber applied "Cool Mist Antiseptic" to the back of my neck after he shaved it. It had a nice smell, yet I had never heard of the product before.

Questions:

1. Could it be used as an aftershave?

2. What exactly is an "antiseptic?"

I've never seen or used this stuff, but antiseptic just means that it is there to kill pathogens. He probably put it on so you wouldnt get an infection if he had accidentally nicked you.
 
As an after shave normally is not able to kill bacteria due to its low alcohol content (most have 30ish and that isn't enough) you can leave after shave out of your shaving routine. Its main purpose to sooth the skin and the scent. Wheras the latter is up to ones own taste you seem to like it and it soothes you neck. That said you most probably can use it as a substitute.
