Maybe not.

As I understand it and have watched it played, dropping or adding one letter can count as the ‘change’. Stage adds a K and rearranges to gasket. Drop the B and basket can yield steak or skate. The requirement is one and only one change. So steak to skate is simply an anagram and disallowed.
