Butterscotch.............

Will the current offerings by Rooney, Simpson, C&E, etc, offered in beige, bone, white, etc, turn to a butterscotch color over time? Is it more dependent on the material of the handle or is it just the color changing over a long period of time.

No, they do not! In the "olden" days, either Bakelite or Catalin was used for handles, these materials will turn yellow, orange or even into a pumpkin color with aging.
Mostly if the brush was exposed to light this will change: more light darker color, less light lighter color. I also think what kind of the material was used determines the later color. I have two old brushes, one is a Klenzo and it has changed to a beautiful orange-yellow coloration. The second brush I have is a NIB Made Rite, which was never used and was never unpacked from the box, this brush has only a very light yellow color now.

In these days butterscotch colors can be made in form of acrylic or polyester resins, and these materials are used by the custom brush makers.
