Hello, i have a custom rudy vey with tgn two band finest. I wanted to get a brush with softer tips and wanted to see recommendations. Size is 24mm and rudy made it for me to face lather. Any recommendations under $100? Thanks b&b!

Try to pick up a Shavemac off BST. Softest tips I've ever used and I've been wetshaving for 16 years.

I guess im a little overwhelmed with all of the options. Just want something similar to my tgn finest but with softer tips that i can still face lather with.
Wet Shaving Products & Vintage Blades house brush are the two that pop up in my head based on the reviews I've read here. I've been doing a lot of research lately for my next brush purchase but haven't pulled the trigger yet. So while I don't have either of these brushes I guess you can say I've done a literature review on them. 
One of the softer brushes you will find will be the Kent. The BK4 is within your price/budget.

Yes i would like to try silvertip also as to the best of my knowledge the tgn two band is not silvertip is that correct?

The Finest is not a silvertip. You could go with a TGN Silvertip Grade A. Very nice, pretty dense and very soft
