Bromley's Velvety Shave Cream

Does anyone use this? I thought this was a liquid cream that I could whip up into a lather, but it's not. Unless I got a bad batch or something? How the heck is it supposed to be used?

I'd guess it's a brushless cream. Wipe it on and shave.
