Haven’t tried TOBS Jermyn Street, but the Truefitt Ultimate is excellent for sensitive skin IMO

Not a cream, but one of the best sensitive shaving soaps I've run across is VDH Deluxe puck, unscented.

+1 Spendy but one of the best, also Aqua di Pharma, Baume.be , Castle Forbes Lavender are great for sensitive skin.
The price for the amount you get actually cost less per shave compared to other Artisan soaps and you only need a little bit of cream to get enough lather for a 3 pass shave.

Best cream you can buy, and a tub lasts twice as long as long as most other soaps/creams, except triple milled pucks of course.
