i have a sample of the Czech & Speake, and love it, but not the price. so my question is does anyone know one that's very similar

I haven't tried it but their products get good reviews. Check out Mama Bears products. I knoew they have a F&M scented soap.
How about Comme des Garcons Incense ranges? I think it's Avignon that would fit the bill, although they're all supposed to be nice.
It's not strictly an F&M scent, but Sonoma Scent Studio's Incense Pure is absolutely beautiful. Order a sample for yourself & check it out. I just ordered a full bottle.
EDIT: On a per ml basis, this juice is actually pricier than the C&S. However, the largest bottle available is 34ml (for $58) which to me is more than adequate.

The issue is that both of those are very expensive ingredients. If you're looking for a cheap quick fix the original Old Spice has frankincense in the base notes. 
If you're set on those two notes the C&S would probably be you're best bet, and considering the alternatives, it's probably reasonably priced as well. Plus, I don't think there's any other colognes that focus solely on those notes.

I was a L'Occitane this afternoon and found Myrrh & Incense EDT on sale for $20. It was similar to C&S Frankincense. I think it's a discontinued EDT.
