Does London have a community of soap makers specializing in shaving products, that doesn't include all the well known names like Trumpers, D.R. Harris, Taylor of Bond Street, Cyril Salter, Penhaligons etc.? If so, can they be found in any London stores, apothecary's etc.?

Good question. I should have said I'm looking for local makers that are not readily available in the U.S.
You can find some local UK artisans selling on etsy.com
