Are cheap badgers a fair representation...

Simple answer, no.
. I don't know many people out there with a Rooney Finest or a Simpson Chubby or Duke that still use one of these "cheap" brushes.

Actually I have 2 Dukes.....and I keep going back to my FS in Finest. The price differentials are considerable. The Chinese badgers are a good starting point to let you 'dip your toes in the water'.
 
The Edwin-Jagger Best - It comes in right over $40, but is close.

This would be a nice representation of what a more expensive badger brush would be like. The only difference as you go up in grades is how soft it feels. I have the C&E Best, which is basically the same thing and it's a great brush. As a matter of fact, my wife has taken it completely over. She prefers it over the fabled Kent Bk4.
