From what I gather in my searching about these brushes, the answer is yes. I suspected so given the bleach white tips.

Very interesting read. I don't like gelled tips at all. I had one high end Plisson that was and I sold it off. My Simpsons were much better in that regard. They didn't exhibit the clumping or feel slippery to the touch when wet as the gelled tips do. For any future buys I pay close attention to gelled/non-gelled and will choose the latter. I don't care for the feeling and the likelihood of reduced life or caution against lathering hard soaps.
I suspect the larger buyers such as Simpson can make more demands of the hair they get than the artisan which makes life tough on the artisan to meet the needs of those not wanting tips that are bleached/gelled.
