It was quite stiff and did a fine job for a time. What did I know? I was just starting out and had nothing to compare. Yes it's soft. No it does not 'flop over'. It builds super lather with anything brought to bear against it's bounty of bristles. Perhaps a stiffer brush would provide better exfoliation but I've never been disappointed with this brush.
