I think this would depend on what point "at that point" in the quote is referring to. It has been shown with SEM micrographs and cross sections of razor edges that the edge does become keener (narrower apex) as grit progresses to a finer level. A keener and more refined edge will always push cut (this is what is occurring when we shave) better than a less refined edge in addition to probably feeling a bit smoother against the skin.

At some point as grit increases though the difference between the edges honed by different grit stones is probably not distinguishable by feel anymore, as the difference in the depth of scratches on the steel will be negligible. At that point any differences in feel on the face would more likely come down to how well the razor is honed (in other words was the bevel set fully, was the apex formed as perfectly as possible with no wire or fin) and what any particular stone's effects are on the actual apex.
