Can you name this person?

Another hint. His writing career had a few phases. He started out as a science-fiction writer, one of his novels from the early 1960s describing a future scenario in which the earth's polar ice caps melted due to a global rise in temperature, resulting in the massive flooding of coastal cites across the world.

Not that well-known, but arguably THE godfather of metal and punk rock. Neil Young, Iggy Pop, and Jimmy Page cite him as a great influence. Pete Townshend of The Who once said, "If it hadn't been for Link Wray and 'Rumble,' I never would have picked up a guitar."
Wray's greatest hit "The Rumble" was the first (and only?) recording to be banned from radio play in spite of being an instrumental.
